Temporary Local Planning Instruments

A Temporary Local Planning Instrument (TLPI) replaces parts of the planning scheme for a period of up to two (2) years. A TLPI is approved by The Minister. Making a TLPI is regulated by the requirements in the Ministers Guidelines and Rules.

  • Livingstone Shire Council has adopted the Temporary Local Planning Instrument 04/2025 – Housing Supply & Affordability Measures.

    The TLPI 04/2025 commenced on 6 June 2025 and will cease to have effect on 6 June 2027 or when the updated Livingstone Shire Council Planning Scheme (or any related amendments) comes into effect, whichever occurs first.

    The purpose of TLPI 04/2025 is to facilitate the supply of residential land for much needed housing in the community in the three precincts identified in Appendix 1 – TLPI Precinct Maps.

    The TLPI applies to identified precincts and infrastructure detailed in Appendix 2 – TLPI Infrastructure Plans.
