LoopedIn Councils App FAQs

What is happening to the Livingstone Waste Wise App?

The Livingstone Waste Wise App is transitioning to the LoopedIn Councils App, with the look and functionality remaining largely the same for users.

The main change is behind the scenes, where two existing systems have been merged into a single more streamlined database to improve accuracy and reliability.

Why is Council introducing a new App?

The new LoopedIn Councils App improves how waste services are managed behind the scenes by combining multiple systems into one. This helps ensure:

  • More accurate information
  • Fewer discrepancies
  • A better overall user experience for residents

What are the benefits of the new app?

The LoopedIn Councils App offers:

  • A single, streamlined system for waste services
  • Improved accuracy of bin collection day information
  • Integrated access to waste voucher details
  • A more reliable and efficient service overall

Will my bin collection day change?

No, your bin collection day will remain the same. The new app simply provides a more accurate and reliable way to access this information.

What has changed behind the scenes?

Previously, bin collection data and waste voucher information were managed across separate systems. The new app combines these into one central database, which:

  • Reduces duplication
  • Minimises errors
  • Ensures consistency across services

Is there any cost to ratepayers for this change?

No. There is no cost to residents or ratepayers for downloading or using the new LoopedIn Councils App.

The app continues to be delivered by the same developer, with the transition and backend improvements implemented at no additional cost to Council or the community.

Do I need to download the new app?

Yes. To continue receiving waste service updates and accessing features like your bin schedule and waste vouchers, you will need to download the LoopedIn Councils App.

Will I still have access to my waste vouchers?

Yes. Waste voucher access is still available and accessible through the new app.

Where can I download the new app?

The LoopedIn Councils App can be downloaded from the Apple App Store or the Google Play Store.

Follow these steps:

Waste eVoucher FAQs

How do I get my eVouchers?

Download your eVouchers from the LoopedIn Councils App (available to download via the App Store/Google Play) using your Assessment Number and Property Address as printed on your General Rates Notice.

If you are a Landlord, please pass on the eVouchers to your tenants. This will assist them to keep your property clean and tidy.

If I rent, how do I get my eVouchers?

Waste eVouchers are only issued to property owners. You will need to contact the Property Owner or Real
Estate Agent and request them to send/email a screenshot of the eVouchers through to you.

What if I am unable to contact my landlord? Under the Privacy Act, Council is only able to provide eVouchers to the Property Owner.

Why has the number of waste vouchers been reduced from 10 to 8?

Council regularly reviews its services to ensure they remain fair, cost-effective, and sustainable for the community.

Current data shows that, on average, only 29% of issued vouchers are used, meaning the majority go unused each year.

The financial year 2026-27 budget decision to reduce the number of vouchers from 10 to 8 has been made following a review of usage data and rising service costs, with the goal of maintaining a balanced, sustainable, and equitable waste system for the community.

This adjustment better reflects typical usage while still providing sufficient access for most eligible properties.

Will 8 vouchers still be enough?

For most households, yes.

Based on current usage patterns, most residents do not use their full allocation. The revised number of vouchers is expected to continue meeting typical household needs.

Council understands that some residents may require more frequent visits and will continue to provide access through standard disposal options where needed.

What can I dispose of using my eVouchers for?

eVouchers are valid for the disposal of self-hauled general domestic waste and uncontaminated green waste at all Livingstone Shire Council Waste Facilities. (Byfield and Stanage Bay Transfer Stations do not accept green waste)

eVouchers cannot be used for the disposal of tyres, mattresses, asbestos, solar panels, refrigerators, air conditioners, regulated waste or commercial waste. These items will continue to incur a cost for disposal as per Council’s Fees and Charges.

Commerical customers cannot use eVouchers and relevant charges apply, as per Council’s Fees and Charges.

How do I use my eVouchers?

When arriving at an LSC Waste Facility, show the attendant your eVoucher to be scanned. The attendant will assess your load and advise of the eVouchers required:

  • 1 eVoucher - sedan, station wagon, green waste load
  • 2 eVouchers - trailer, ute, flat-top, van
  • 3 eVouchers - large trailers, small trailer or ute fitted with load enhancers/extended sides

This is a guide only and the attendant’s decision is final.

How can I make my vouchers go further?

You can maximise your vouchers by sorting your load before visiting the waste facility.

Separating materials into the following categories can help reduce voucher use:

  • Re-use & Recyclables (e.g. scrap metal, cardboard, reusable items)
  • Green Waste (e.g. garden clippings, branches)
  • General Waste

Sorting your waste can:

  • Reduce the number of vouchers required
  • Improve recycling outcomes
  • Help extend the life of landfill sites

What happens if I have redeemed all my vouchers?

Council allocates eight (8) eVouchers per household each financial year. Your next allocation of eVouchers can be downloaded from 1 July onwards.

If you have exhausted all allocated vouchers, standard disposal fees will apply. These fees reflect the actual cost of managing and disposing of waste and ensure the service remains available to all users.

Who pays for waste vouchers?

Each voucher represents a real cost to Council, covering access to waste facilities as well as the handling, processing, and disposal of materials.

This cost to Council is paid via revenue generated from rates. In simpler terms, ratepayers pay for waste vouchers, they are not “free”.

My property is Vacant land, do I get eVouchers?

Under Council’s Waste Voucher Procedure(PDF, 66KB), only eligible ratepayers with habitable dwellings on their properties will be issued with the eVoucher entitlement.

Can multiple property owners use the same eVouchers on their device?

All property owners can download the eVouchers onto their individual devices, however, each eVoucher can only be used once.

I have just purchased a property in Livingstone, how do I get my eVouchers?

You can contact Council to lodge a Customer Request. A Waste Services team member will calculate the number of eVouchers available for the remainder of the year on a pro rata basis and advise you how to navigate the next steps via the App. You may need to provide proof of ownership.

What if I own multiple properties?

You can download your set of eVouchers for each property that you own, using the unique assessment number and property address located on your General Rates Notice for each property.

I don’t know how many eVouchers I have left?

You can check your eVoucher usage history via the LoopedIn Councils App, using your unique Assessment Number and Property Address.

Can I trade my eVouchers in if I don’t use them?

eVouchers cannot be redeemed or traded as a form of payment for other Council services.
