Livingstone Shire Council manages a very diverse range of infrastructure assets with a value close to $1.0 billion. These assets cover categories such as land, buildings & facilities, plant & equipment, roads & drainage, bridge, water, sewerage, waste. Council is responsible for the construction, upgrade and renewal of these assets through its capital works program.
We implement projects that support the strategic direction of our Corporate Plan(PDF, 10MB) and Community Plan:Towards 2050(PDF, 6MB). These aim to strengthen the regional economy, protect our environment and improve services and facilities for our residents, businesses and visitors.

Dates are indicative of the planned program, however, issues such as poor weather and other competing priorities can have a significant impact on works and adjustments are made accordingly.

Major Regional Projects
The Central Queensland region is growing at an unprecedented rate, with major infrastructure investment occurring across the Livingstone Shire and Rockhampton Regional Council’s footprint.
Council, together with Capricorn Enterprise continue to advocate for local industry participation, with rates of recent State and Federal projects upwards of 80%.

Great Keppel Island – Master Plan Project

The Great Keppel (Wop-pa) Island (GKI) Master Plan Project forms a key part of the Queensland Government’s commitment to revitalise tourism on GKI, which includes the $30 million commitment towards common-user infrastructure. The Queensland Government is committed to working closely with island stakeholders to facilitate tourism development and deliver the supporting infrastructure that will help grow tourism on the island and generate jobs and expenditure in Central Queensland. The Master Plan will guide the future actions of the community and private investors and present a vision for the future with long term goals and objectives. It will be an aspirational document that involves the community and other stakeholders.

Rockhampton-Yeppoon Road Upgrade

This project is part of the Australian and Queensland governments' 10-year Roads of Strategic Importance corridor investment. The initiative aims to enhance the efficiency and connectivity of key freight roads, particularly those connecting agricultural regions, ports, airports and other transport hubs and provide better access for sectors like tourism and mining. Detailed design was completed in March 2022. The construction contract was awarded to Civil Mining and Construction Pty Ltd in April 2023. Construction commenced in in June 2023.

Central to Defence Working Group

The Central to Defence Working Group (CTDWG) has been established to advocate and promote the strategic opportunities the CQ region presents to Defence and the Defence industry for expansion and capability uplift, aligned to the National Defence Strategy. The CDWG is made up of Livingstone, Rockhampton and Gladstone Councils, as well as Regional Development Australia Central and Western Queensland. The group seeks to attract new investment and activity related to Defence and defence industry.
