Tom Upton - Chief Executive Officer
Tom Upton commenced as Chief Executive Officer of Livingstone Shire Council in June 2026, bringing more than three decades of senior local government leadership experience across regional Queensland.
A highly respected executive, Tom has built a strong reputation for strategic leadership, sound governance, financial stewardship and community-focused decision-making. Prior to joining Livingstone, he served as Chief Executive Officer of Banana Shire Council for more than seven years, where he led the organisation through significant transformation, strengthened financial sustainability and supported long-term regional growth.
Tom’s career has spanned a range of executive and senior management roles, with extensive expertise in organisational performance, stakeholder engagement, infrastructure delivery and economic development. He is recognised for his collaborative leadership style and his commitment to building high-performing teams and positive workplace culture.
As Chief Executive Officer, Tom is focused on delivering strong governance, maintaining community trust and ensuring Council continues to provide sustainable, customer-focused services for the Livingstone community.
Tom holds qualifications through the Australian Institute of Management and is a longstanding member of the CPA Australia.
Michael Kriedemann – General Manager Infrastructure
Michael joined Livingstone Shire Council in July 2020 and has over 25 years experience in local government. With a degree in Civil Engineering and a Master of Business Administration, Michael brings significant experience to his role. He is a Registered Professional Engineer of Queensland and a Chartered Member of Engineers Australia.
He is responsible for a team of over 150 Council staff from Water and Waste, Roads and Drainage, Engineering Services, Project Delivery and the Quality Assurance business units. Michael has previously worked for Redland City Council before taking up a role as an Executive Manager at Douglas Shire Council.
Michael brings with him a wealth of experience in infrastructure operations, strategic infrastructure planning, engineering design, land use planning, policy development and business transformation. He is passionate about providing good quality infrastructure and delivering services that exceeds the community’s expectations.
Katrina Paterson - General Manager Communities & Environment
With a diverse background and experience in both the private and public sectors, Katrina combines her analytical skills of a traditional economist with a visionary approach to sustainable growth. Over a 12-year career at Manager and Director levels, Katrina has become a trusted advisor to CEOs and elected officials, delivering high-level strategic advice supported by rigorous research.
Katrina has a track record of designing innovative business and community programs, crafting comprehensive research reports, and developing stakeholder engagement models that drive government-led initiatives across diverse communities. A passionate advocate for sustainable development, Katrina is committed to fostering economic growth in Livingstone Shire that balances immediate needs with the well-being of future generations.
Delivering excellence in service delivery, fiscal responsibility, and the cultivation of long-lasting partnerships is a long-held commitment for Katrina. She holds an undergraduate degree in Economics (Politics) from the University of Canberra and an Honours degree in Economics from the Queensland University of Technology. In 2018, Katrina completed a Master of Social Science in International, Urban, and Environmental Management at RMIT in Melbourne, further refining expertise in sustainable and inclusive development.
Andrea Ellis - General Manager Corporate Services
Andrea Ellis brings over two decades of experience in finance and accounting. Andrea's journey in local government began in 1999 as a trainee, and she steadily progressed through the ranks while pursuing her accounting degree. She is a Fellow of CPA and holds a degree in accounting from CQ University.
With a passion for continuous improvement, Andrea expanded her expertise by working with a global mining company, where she honed her skills in accounting and business improvement, earning Black Belt qualifications in Lean Six Sigma. Her diverse background enables her to challenge conventional practices and drive innovation in her current role.
Andrea is also highly engaged in professional associations, serving as the current secretary of the Local Government Financial Professionals (Queensland) and Chair of the Queensland CPA Committee for Women. Through these roles, she advocates for diversity and inclusion in the finance profession and supports the professional development of her peers.
At Livingstone Shire Council, Andrea leads a dynamic team of corporate support functions and leveraging strategic alignment.
Kristy Mansfield - Chief People & Performance Officer
Kristy’s extensive career and wealth of experience in Human Resource Management sees her leading the People and Performance team.
Kristy is passionate about supporting people through change and is recognised for her success in driving business strategy and delivering strong business performance.
Prior to joining Livingstone Shire Council, Kristy has more than 20 years’ experience in government and government owned corporations across health, transport and electricity industries.
Kristy holds a Bachelor of Business in Human Resource Management from Central Queensland University and is a member of the Australian Human Resources Institute.
Graham Scott - Project Director Blueprint Livingstone
Graham Scott is a highly respected civil engineer with over four decades of experience across Central Queensland and broader Australia.
A graduate of Central Queensland University (Bachelor of Engineering, Civil, 1981), Graham began his career with regional consulting firms before establishing his own practice, Graham Scott & Associates, in 1993. The firm provided civil, structural, and mining engineering services across urban development, roads, residential, commercial, and government projects, including work within Shoalwater Bay Training Area for both the ADF and Singapore Armed Forces.
Graham has held senior leadership roles with Calibre Consulting, including Brisbane Manager, Urban Development Leader for Queensland and Western Australia, and leader of multi-discipline teams of up to 150 staff.
He has recently returned to a more engineering-focused role as Principal Engineer, contributing to projects such as the Paradise and Burdekin Falls Dam upgrades, and strategic planning initiatives for Livingstone Shire Council, including rezoning, infrastructure planning, and grant submissions.
In addition to his engineering expertise, Graham has a strong history of community leadership. He served as Deputy Mayor of Livingstone Shire Council (2014–2018), Chair of Capricorn Enterprise (2013–2018), and has been involved in marine conservation initiatives, including various community engagement roles for the Great Barrier Reef Marine Park Authority.
Known for his strategic thinking, problem-solving, and ability to build high-performing teams, Graham brings a rare combination of technical skill, leadership, and community commitment.
