Council launches Blueprint Livingstone

Livingstone Shire Council has today launched the Blueprint Livingstone Project, a once-in-a-generation initiative designed to drive transformational projects and position the region as a leader in innovation, investment, and sustainable growth.

Unlike traditional Council programs, Blueprint Livingstone will act as a catalyst for bold ideas and positive innovation—delivering initiatives that go beyond business as usual to create enduring prosperity for our community.

Mayor Adam Belot said Blueprint Livingstone represents a turning point for the Shire.

“This project is about capturing opportunity and thinking bigger than business as usual,” Mayor Belot said.

“Over the past five years, Livingstone has grown faster than anyone could have imagined. Young families, professionals, and businesses are flocking to our region, and if we don’t act now, we risk missing opportunities that could secure our prosperity for generations.

“This project about strengthening our community—whether it’s through better access to education, libraries and services, or the roads and infrastructure that underpin liveability and growth.

“At the same time, it’s about harnessing our natural assets and unique location to attract investment, create jobs, and position Livingstone as a place where families, businesses, and industries thrive.”

Guided by Council's former Blueprint 2030 Economic Growth and Investment Strategy, Blueprint Livingstone prioritises catalyst projects in key sectors:

  • Community and Social Infrastructure – expanding access to education, libraries, community centres, and essential services.
  • Economic Development, Tourism and Investment Attraction – leveraging the region’s natural assets, lifestyle appeal, and entrepreneurial spirit.
  • Construction and Enabling Infrastructure – delivering the roads, utilities, and services that underpin liveability and sustainable growth.
  • Defence and Strategic Industries – building on Livingstone’s unique location and capabilities to support national priorities and create high-value jobs.

A recent example of the types of projects that Blueprint Livingstone will drive is the Queensland Government’s $25 million Residential Activation Fund, which will support new housing opportunities in the region. This reflects the kind of strategic investment Blueprint Livingstone seeks to attract and progress in order to meet the needs of a growing community.

Mayor Adam Belot explained why it is critical for Council to act now.

“Livingstone has become one of Queensland’s most desirable places to live, driving strong demand for housing, services, infrastructure, and investment,” Mayor Belot said.

“The choices we make today will determine whether Livingstone gets overtaken by growth, or actively shapes a prosperous future,” Mayor Belot said.

Blueprint Livingstone ensures the region can:
