Council awards new waste collection contract, with new fleet design

Livingstone Shire Council has awarded its new kerbside waste collection contract to national waste provider JJ Richards, delivering upgraded technology, future growth capacity and a bold new truck design set to roll out across the region.

Deputy Mayor Pat Eastwood said the contract followed a robust procurement process to secure the best outcome for the community.

“Council undertook a detailed evaluation process and JJ Richards delivered strong value for money, a clear understanding of our local area and confidence in delivering the services our community relies on,” Deputy Mayor Eastwood said.

“Their experience, local footprint and ability to scale with us over time made them the right fit for this important service.”

Infrastructure Committee Co-Lead Cr Rhodes Watson said JJ Richards stood out for its operational capability and long-term flexibility.

“Waste collection is a complex and highly specialised service, and JJ Richards demonstrated strong knowledge of Livingstone Shire, the capacity to support future kerbside expansion and a genuine local presence through their depot and workforce here in our region,” Cr Watson said.

Alongside the new contract, residents will notice a fresh new look on the fleet for the first time since 2016, with vibrant branding designed to better connect with the community and reflect the changing waste industry.

The updated truck designs feature bright colours and playful messaging, including a bin chicken on a skateboard, an intentional creative element aimed at engaging younger residents and encouraging better waste habits at home.

Cr Watson said the rebrand was designed to capture attention and start important conversations.

“We know kids love spotting the bin trucks as they come down the street, and often they’re the first to point out when the wrong thing goes in the wrong bin,” he said.

“By creating something fun and memorable, we’re helping build awareness around waste, recycling and contamination in a way that resonates across generations.”

The new fleet will also introduce improved camera technology to better identify contamination in bins, enhanced reporting capabilities, and larger truck capacity to support future service growth.

Deputy Mayor Eastwood said the partnership would ensure Council was well placed to meet the community’s needs both now and into the future.

“This is about delivering smarter, more efficient waste services while preparing for the growth of our region and supporting better environmental outcomes for our community.”
