Council appoints Director of Blueprint Livingstone Project

Livingstone Shire Council has appointed Graham Scott to the role of Director for the Blueprint Livingstone project, strengthening the leadership of Council’s long-term, strategic planning.
Blueprint Livingstone is Council’s once-in-a-generation initiative to set a shared vision for the Shire’s future, guided by community values, evidence-based planning and sustainable growth principles.
As Director, Mr Scott will be responsible for leading the delivery of the project, working closely with Council, stakeholders and the community to ensure Blueprint Livingstone reflects local aspirations and provides a clear framework for decision-making over the coming decades.
Mayor Adam Belot said Council was confident in the appointment and the process used to secure the right leadership for the project.
“To secure the right leadership for Blueprint Livingstone, Council implemented a comprehensive recruitment process designed to attract top-tier candidates,” Mayor Belot said.
“The role was advertised nationally and attracted strong interest from across Australia and New Zealand, with particularly high engagement from the eastern states.
“Candidates were required to respond to key selection criteria demonstrating their skills, experience and capability, with applications rigorously assessed and formal interviews conducted.
“Following this thorough and transparent process, Graham Scott was appointed on merit and proven expertise. Council is confident he brings the leadership and experience required to guide this important project.”
Mayor Belot said strong leadership was essential to the success of Blueprint Livingstone.
“This project is about listening to our community and planning responsibly for the future of Livingstone Shire. Graham’s appointment gives Council and the community confidence that Blueprint Livingstone will be delivered with integrity, professionalism and a clear focus on long-term outcomes,” he said.
Mr Scott is a highly experienced civil engineer and strategic planning professional, with more than four decades of experience across local government, consulting and regional planning. He has led complex infrastructure and planning projects, with a strong track record in community engagement, evidence-based strategy development and collaborative leadership.
In accepting the appointment, Mr Scott said he was looking forward to working with Council and the community to progress Blueprint Livingstone.
“Blueprint Livingstone is an important opportunity to bring the community together to shape a shared vision for the future,” Mr Scott said. “I’m pleased to take on this role and to help ensure the project delivers clear, practical and community-driven outcomes for the Shire.”
