Council Endorses Vision for South Lammermoor Foreshore

Livingstone Shire Council has endorsed the Lammermoor Beach (South) Master Plan, setting a long-term vision to enhance safety, accessibility, recreation opportunities and environmental protection along the Scenic Highway foreshore.

The Master Plan covers the stretch between beach accesses LB8 near the Seabreeze Service Station and LB2 at Outriggers, providing a framework for future improvements to the road reserve and adjoining beachside areas.

Mayor Adam Belot said the Master Plan reflected extensive community input and balanced the need to improve public amenities while protecting the unique coastal character that makes Lammermoor special.

“Lammermoor Beach is one of the Capricorn Coast’s most loved locations, and this Master Plan provides a thoughtful long-term vision for how we can improve the area while retaining the relaxed coastal lifestyle residents value,” Mayor Belot said.

“The community told us clearly they wanted improved pedestrian safety, better connectivity, additional amenities and smarter parking solutions, but they also wanted to preserve the natural environment and character of South Lammermoor.

“This plan responds directly to that feedback.”

Key features explored within the Master Plan include improved shared pathways, pedestrian crossings and refuge islands, enhanced beach accessibility, additional shade and seating, upgraded viewing decks, picnic facilities, landscaping, signage and public artworks.

The plan also focuses on environmental protection through dune preservation, sustainability initiatives and consideration of turtle-friendly lighting in future detailed design stages.

Mayor Belot said while the Master Plan represented an aspirational long-term vision, Council was already delivering practical improvements in South Lammermoor.

“Importantly, this isn’t just a vision sitting on a shelf,” he said.

“We’ve already delivered key improvements in the area including the recently completed Clayton Road footpath, roundabout and pedestrian safety enhancements.

“In the coming weeks, works will also commence on the replacement of Williamson Creek Bridge, which will further improve safety, resilience and connectivity for the community.”

The estimated cost to fully implement the Master Plan is approximately $4.54 million, with delivery expected to occur progressively over time as funding opportunities become available.

Council has already allocated $450,000 in the 2028/29 forward works program for accessibility viewing decks near the LB4 beach access and will actively seek State and Federal Government funding to support future stages of the project.

Community consultation undertaken in October 2025 received 73 submissions, with strong overall support for the Master Plan and its focus on pedestrian safety, accessibility, environmental protection and improved recreational opportunities.

More than half of respondents were Lammermoor residents, with beach access, walking and the natural environment identified as the area’s most valued features.

Mayor Belot thanked residents, stakeholders and community groups who contributed feedback throughout the planning process.

“This Master Plan has been shaped by the people who use and love this area every day,” he said.

“We appreciate the community taking the time to provide feedback and help guide the future of South Lammermoor.”

Council noted that endorsement of the Master Plan does not commit Council to delivering all elements immediately, with future projects subject to detailed design, environmental assessments, funding availability and future budget considerations.
