New Parking Technology introduced to Improve Efficiency and Community

Livingstone Shire Council is introducing new Licence Plate Recognition (LPR) technology to modernise parking management across the Yeppoon Central Business District (CBD) and other key areas of the Shire.

The initiative replaces outdated underground sensors and manual tyre chalking with a streamlined digital system, improving the efficiency of Council’s Ranger operations and ensuring smarter use of Council resources.

Development and Environment Portfolio Co-Lead Councillor Pat Eastwood said the new technology will enhance the way Council manages parking, ensuring the best outcomes for both businesses and the community.

“By improving the efficiency of our officers’ time and reducing the need for manual monitoring, this system allows Council to focus resources where they’re needed most,” Cr Eastwood said.

“The result is a fairer, more accurate, and more efficient way to manage parking – ensuring greater turnover in key areas and easier access to shops and services for residents and visitors alike.”

Council vehicles fitted with LPR cameras will capture licence plate data during patrols and automatically detect vehicles that exceed time limits. Notices will be mailed directly to registered owners of overstaying vehicles. 

The new technology is currently being tested and is scheduled to be fully operational from November 2025.

Council is engaging with CBD businesses to provide information on the upcoming changes, and to ensure a smooth transition to the new system.

Cr Eastwood emphasised that while the technology is changing, time limits and free parking in the Yeppoon CBD remain the same.

“We recognise how important free parking is to both residents and visitors, and this will continue,” Cr Eastwood said.

“We’re simply using smarter tools to make sure everyone gets a fair opportunity to access short-stay parking. By improving vehicle turnover, we’re supporting our local businesses and helping keep our town centres vibrant.”

To further ease parking demand, CBD workers are encouraged to make use of all-day parking areas located at:

• Multi-Storey Car Park, corner of Hill and Queen Streets;

• Behind the Bus Depot, opposite corner of Hill and Queen Streets

Additional two-hour and three-hour on-street parking spaces are also available throughout James Street, Normanby Street, Anzac Parade, and Queen Street.
