Council approves Mulambin Development with Strict Conditions

Livingstone Shire Council has approved a development application for 1–41 Neville Street, Mulambin, to reconfigure one lot into 77 residential lots plus one environment and drainage lot, delivered in four stages.
The decision follows extensive assessment against Council’s planning scheme and State requirements, as well as consideration of 229 community submissions that raised issues such as vegetation loss, stormwater and flood risk, traffic and pedestrian safety and amenity.
Council acknowledges these concerns and has placed strong conditions on the approval to manage environmental, safety, and amenity impacts.
An independent ecological peer review engaged by Council confirmed the proposal could comply with environmental requirements if strict conditions were enforced.
Mayor Adam Belot said Council did not make the decision lightly.
“This was a difficult decision and Council acknowledges community concern. While the proposal has now been approved, it will only proceed under strict safeguards to manage flooding, bushfire, and environmental issues. Council will continue to monitor compliance closely through the next stages.”
Development and Environment Portfolio Co-Lead Councillor Pat Eastwood said Council is committed to balancing housing need with environmental and safety standards.
“Whilst this wasn’t an easy decision, I was satisfied with the responses from the developer that addressed key concerns in mitigating adverse impacts,” Cr Eastwood said.
“Conditions such as an Environmental Management Plan, Rehabilitation Plan, and dual road access are designed to ensure impacts are minimised and monitored. We will continue to require detailed technical work at the operational works stage before construction can begin.”
Council is also taking broader steps to encourage future development in more suitable areas. A Temporary Local Planning Instrument (TLPI) is being progressed to restrict development in hazard-constrained land, and the East–West Connector project is underway to open up more suitable, serviced land for housing.
