Council Approves James Street Precinct Re-Development

At a Special Council Meeting held yesterday afternoon, Livingstone Shire Council has endorsed the redevelopment of the former rail carriage yard at 33 James Street, Yeppoon, transforming it into the vibrant new James Street mixed-use precinct.
The project will deliver retail, health care services, a food and dining hub, and a 108-place childcare centre, bringing much needed local amenities directly to the heart of the community.
Mayor Adam Belot said the approval marks a major milestone for Yeppoon’s town centre.
“This is an exciting moment for Yeppoon. The James Street Precinct will bring new services, jobs, and activity into the heart of our town.”
Development and Environment Portfolio Co-lead and Deputy Mayor Pat Eastwood said Council’s previous concerns, particularly around flooding and stormwater, have been fully addressed with upgraded engineering, enhanced drainage, and strict environmental safeguards.
“We’ve ensured this development can proceed responsibly, with conditions that protect our community and our environment,” Cr Eastwood said.
“This decision strikes the right balance between growth and good planning. It unlocks opportunity while maintaining high standards for safety, infrastructure, and liveability.
“The proposed retail precinct is set to be anchored by Yeppoon’s first ALDI. The approval is subject to the Court making an order this Friday, but Council’s decision yesterday means that the proposed development can proceed.”
Mayor Belot added that the project aligns strongly with feedback from the 2025 Livingstone Community Views Survey.
“Our survey showed residents value safety, access to nature, and a strong sense of community, and increasingly want more local shopping, leisure, and dining options. This development answers that call,” he said.
“The James Street Precinct will create vibrant new amenity in Yeppoon: places to shop, eat, socialise, and access care, all within walking distance. That’s exactly the kind of liveability our community wants.”
