Public Sector People is partnering with Livingstone Shire Council to appoint a Manager Financial Services, a key leadership role responsible for driving financial strategy, governance and operational performance across the organisation.

This is a high-impact position reporting to the General Manager Corporate Services, with responsibility for leading multiple financial functions and supporting Council’s long-term financial sustainability.

This role sits at the centre of Council’s financial operations and strategic direction, leading teams across:

  • Accounting and financial reporting
  • Revenue and rating
  • Procurement and contract management
  • Fleet management

You will play a critical role in shaping financial strategy while leading a team of approximately 30 staff through a period of change, growth and system transformation.
Key responsibilities include:

  • Leading financial strategy, planning, reporting and governance frameworks
  • Overseeing annual budgeting, long-term financial forecasting and performance monitoring
  • Providing expert financial advice to executive leadership and Council
  • Driving improvements across financial systems, processes and controls
  • Leading procurement, fleet and revenue functions to ensure efficiency and compliance
  • Building capability, performance and culture across a multi-disciplinary team

About You
We are seeking an experienced financial leader who can operate confidently at both a strategic and operational level.
You will bring:

  • Tertiary qualifications in Business, Commerce or Financial Management
  • CPA (or equivalent) qualification
  • Demonstrated experience leading financial services within a complex organisation
  • Strong financial management capability across budgeting, forecasting and governance
  • Experience managing multi-functional teams (e.g. accounting, procurement, revenue)
  • High-level communication skills with the ability to influence senior stakeholders

Highly regarded:

  • Experience within local government, ideally within Queensland
  • Exposure to system transformation, ERP implementation or organisational change
