IPA Planning Scheme 

The origins of planning for the Shire of Livingstone go back to 1969. The current planning scheme was adopted in 1991 and it has been recognized by Council and the community that a new planning scheme is required.

In 1995, Council resolved to amend the Strategic Plan, which forms part of the planning scheme. Changing circumstances since that time, by way of the introduction of the Integrated Planning Act (IPA) and continued interest in developing the shire has called for an inclusive approach to a new planning scheme. Council resolved to prepare a planning scheme in July 1999.  

The Planning Scheme is for the whole of the shire.

The planning scheme will establish a framework for the management of growth and change anticipated in the shire and ensures decision making by Council on land use and development matters is balanced, coordinated and integrated for the benefit of the community, the environment and the economy.

The Integrated Planning Act (IPA) requires that the planning scheme is to be focused on outcomes. The broad function of the scheme is to advance community wellbeing, sound economic development and environmental responsibility that are the cornerstones of the principle of ecological sustainability.

Agency capital works programs and plans to improve water quality in catchments are examples where the planning scheme can support these initiatives through development and land use objectives but cannot instigate management solutions. The planning scheme can also operate within a broader context with other local, State, regional government and non government processes.

Matters that must be contained in the planning scheme may be of local, regional or state interest.

The new IPA planning scheme will guide the future shape of development and its location over the next eight years. It is a document that primarily concerns residents and landowners within the shire, as it advises where future development will occur, what services are expected to be provided, and how Council will ensure development is carried out in a manner that is ecologically sustainable. It is a document that very much influence how the community will enjoy the shire over the next decade or so. Council is proactive to ensure that land is used for its highest use, which might be beach protection, water catchment protection, resource development, scenic amenity, residential use, community purposes, business, industry, transport linkages and so forth. The planning scheme will influence how the community interacts with the rural, natural and urban areas of the shire. This will be achieved by advising where development will occur and in what form, and advising of development requirements and levels of assessment for new development.

The Planning Scheme is well underway. Projects on: Visual Quality and Multi-level development; Bushfire Risk; Good Quality Agricultural Land; and Business and Industry will dovetail into the codes for the new IPA Planning Scheme. Work is also continuing on the development of "Codes", "overlays", new "zones", and strategic level considerations. These components of the new planning scheme are at various stages of preparation and completion. The final completion of these projects will determine when the Planning Scheme is offered to State Government for review.

It is estimated that the State Government Review will take between 2 and 3 months. Only after this time will the communities have the opportunity to become informed about the content of the whole document through a series of shop fronts and workshops. It is envisaged that these will occur in the later half of 2002. Information about the progress of the planning scheme will be forwarded via rates notice in August 2002 and various advertisements in "The Mirror".

The Statement of Proposals and new planning scheme will work alongside Council's Corporate Plan and "Vision 2001", and the Operational Plan. Council remains committed to the development of policies and programs aimed at enhancing and enabling community participation in the activities of the Council, development of local responses to local needs and issues.

Council's vision is to:

  • Foster whole of shire approach to decision making

  • Action a commitment to open and accountable local government

Council will continue to lobby for support by State agencies in meeting the needs of the community for public order and safety, human services, youth and aged, community, education and services and facilities for remote and rural small communities. Further, Council is working on your behalf to provide corporate commitment to the forward planning objectives for land use management in the shire. The Statement of Proposals is one of the first steps in this process.
